The European Consumer Centre (ECC) in Bulgaria is protecting consumer interests in cases of cross-border purchase and is available for advice, information and assistance in handling complaints.

The ECC can help if you are:

  • a Bulgarian citizen who has acquired goods or used services in another Member State of the EU, Norway or Iceland;
  • a citizen of a Member State of the EU, Norway or Iceland who has purchased goods or used services in Bulgaria;

Fields of assistance: 
The European Consumer Centre can assist in resolving cross-border disputes related to:

  • Information to users about the possibilities that the Single market offers as well as the requirements of EU and national legislation on consumer protection;
  • Providing advice and assistance in solving individual problems of physical persons who have user complaints of a cross-border nature;
  • Implementation of cross-border comparative research on prices, law and other areas of consumer protection.

The European Consumer Centre in Bulgaria is part of the European Consumer Centres Network (ECC-Net), existing in every EU Member State and two non-EU European countries - Iceland and Norway. These centres work together so you can get help and advice in your own country in case of trouble abroad.  

The ECC is a point of contact in relation to Article 21 of Directive 2006/123/EC on services in the internal market.

The purpose of Article 21 of the Services Directive is to provide assistance to recipients of services (consumers and businesses).
The service providers should make the following information available to the service recipients:

  • general information on the requirements applicable in other Member States, access to and pursuit of the provision of services, in particular those relating to consumer protection;
  • general information on the remedies or appealing in case of dispute between the provider and recipient;
  • contact details of associations and organizations, including the European Consumer Centres Network, from which providers or recipients may obtain practical assistance.

List of the names and contact details of the authorities in the Member States, which are defined for the purposes of Article 21 of the Services Directive.
