Cross-border or temporary provision of services in Bulgaria or in another EU Member State when the service provider who has acquired the right to exercise a similar activity in another Member State wishes once or over a period of time to exercise the activity in Bulgaria, without establishing themselves permanently in Bulgaria. The temporary nature of the service or activity is determined by the competent authority regulating the activity.

The cross-border or temporary provision of services is regulated in the Bulgarian legislation concerning:

• Tourism;
• Construction;
• Construction supervision;
• Architecture and services provided by investment design engineers;
• Veterinary activities;
• Regulated professions.
